BIE 총회 연설문(영문)

Mr. President, Mr. Secretary-General, and Distinguished delegates, Thank you for the opportunity to address you today on behalf of my country, the Republic of Korea, which is bidding to host the recognized exposition in Yeosu, Korea in 2012. First of all, I would like to congratulate the excellent leadership of the President of the BIE, Ambassador Wu Jian-min and the tremendous efforts of the Secretary-General of the BIE, Mr. Vicenté Loscertales, and his staff, who have contributed to the continued success of world expositions. As you know we recently received the visit of the BIE Enquiry Mission to Korea. I would like to reiterate our gratitude to the members of the enquiry mission and their Chair, Ambassador Carmen Sylvain for their hard work and in-depth review of our bid; their comments and advice are deeply appreciated. I feel it is also important to specially recognize the efforts of our worthy fellow competitors for 2012, Morocco and Poland, and to those competing for 2015, Turkey and Italy. I would also like to thank the Governments of those exhibitions presently in preparation in Spain and China, and those of previous host countries, too many to mention, for their contribution to the progress of humankind. Distinguished delegates, The Republic of Korea has progressed a great deal over the last few decades from its status as a very poor country. Of great note is Korea’s effort to ensure that democracy takes a firm root by making Korea an open and diverse society, whilst recording remarkable economic growth. On the basis of its significant economic growth, and cherishing the traditions and values of international expositions, Korea is endeavoring to host the 2012 Expo. Korea has been a faithful participant in world expositions since 1893. With the commitment of its Government, the passion of its dynamic people and the eager support of its multi-national enterprises, I believe Korea is suitably qualified to contribute towards the work of the BIE. Distinguished delegates, As mentioned during the previous presentations, the theme of the 2012 Yeosu Expo, "The living Ocean and Coast," deals with the serious and urgent environmental and marine issues facing humankind. In that context, theYeosu Expo will not simply be a one-time exhibition. Rather, it will serve as a forum for the international community to hold in-depth discussions on humankind’s role in addressing the ecological challenges facing the world’s marine environment. To further contribute to the values of the Expo, Korea has initiated the "Yeosu Project", beginning in 2008 and extending beyond the Expo 2012, well into the future. The "Yeosu Project" will be a cooperative project world-wide, including developing countries and land-locked countries, to resolve urgent environmental and marine issues. Development of measures to address rising sea-levels, operation oftraining course on removal of marine pollutants and adoption of marine biotechnology to fresh water can be good examples to be included in the "Yeosu Project." This project will be implemented in cooperation with international organizations such as UNEP (United Nations Environment Programme), IMO (International Maritime Organization), IOC (Inter-governmental Oceanographic Commission) and UNCSD (UN Commission on Sustainable Development). In order to initiate the "Yeosu Project,"the Korean Government has already informed the BIE that it will allocate a fund of 10 million US dollars. Pilot projects for the feasibility studies will be carried out between 2008 and 2012 with an investment of 2 million US dollars. The main project will start in 2012 with the remaining 8 million US dollars. In addition to the "Yeosu Project", the Korean Government is planning to allocate 20 million US dollars for a five year project starting from next year to assist world-wide in coping with the "Global Warming." In order to allow the legacy of the "Yeosu Project" to continue on a permanent basis beyond 2012, the fund will be open to donations from interested parties. The fund will be utilized to provide support for R&D projects, education and training courses,as well as technical cooperation at international and regional levels. We have already received encouraging signs from some Korean enterprises such as Hyundai Kia Motors. We are hoping that the 2012 Yeosu Expo will leave a valuable legacy for all countries and encourage joint efforts of the global society towards providing solutions to the imminent crisis caused by climate change. Korea is also committed to organizing the adoption of the "Yeosu Declaration" during the 2012 Yeosu Expo period, and will host an International Conference to this effect. The "Yeosu Declaration" will emphasize the importance of sustainable development, especially of the world’s oceans and coasts. It will urge cooperation among nations, international organizations, NGOs and other entities for a solution to such crises as global warming and environmental degradation. A working group will be established to carry out a fundamental study and preparation for the adoption of the "Yeosu Declaration" in cooperation with international organizations and relevant experts. International seminars will be regularly held to effectively implement the action plan for the "Yeosu Declaration". The year 2012 is significant in terms of the joint efforts of the global society for sustainable development. Every ten year since 1972, a series of declarations on sustainable development have been adopted around the globe. The adoption of the "Yeosu Declaration", reinforced by the "Yeosu Project" mentioned earlier, will highlight the work of the BIE and its member States. The 2012 Expo will have a lasting impact and be remembered as a meaningful milestone in the history of both expos and humankind. Distinguished delegates, As the Prime Minister, I assure you that the Government of the Republic of Korea together with the support of its people will do its very best to thoroughly prepare for the successful hosting of the 2012 Expo upholding the values and spirit of international expositions. I would like to take this opportunity to introduce my colleagues who are endeavouring to realize our passion and vision for the 2012 Yeosu Expo, Korea.
