Legal Basis
The “Presidential Commission on Climate Crisis Response” (hereinafter referred to as “the Commission”) was formed in accordance with the revision to the 「Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis」 (October 26, 2025).
※ The previous “Presidential Commission on Carbon Neutrality and Green Growth” (launched March 25, 2022) was based on the 「Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis」, with its predecessor, the “2050 Carbon Neutrality Commission” (launched on May 29, 2021), based on the 「Regulations on the Establishment and Operation of the 2050 Carbon Neutrality Commission」 (enforced May 4, 2021).
Purpose
1. To deliberate and decide on major policies and plans to achieve national carbon neutrality compliance.
2. To review and evaluate issues concerning implementation based on communication with various sectors of society.
Major Roles
To establish basic direction-setting of policies for the transition to a carbon neutral society and promotion of green growth.
To inspect national strategy, national mid- and long term reduction targets, and national framework plan, and to review status of implementation.
To formulate, modify, and inspect national adaptive measures for climate crisis.
To raise public awareness of carbon neutrality, public relations, and to promote international cooperation.
History
Formation and operation of the 2050 Carbon Neutrality Preparation Group (December 2020, consisting of 25 members in 2 bureaus and 7 divisions).
2050 Carbon Neutrality Commission launched (May 2021).
97 members in total including cabinet members (19 including the Prime Minister) and civilian commission members (78 including the co-chairperson).
Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis enacted (September 2021).
Framework Act on Carbon Neutrality and Green Growth for Coping With Climate Crisis enforced (March 2022).
Formation and Operation of the Secretariat of the Presidential Commission on Carbon Neutrality and Green Growth (June 2022).
Presidential Commission on Carbon Neutrality and Green Growth launched (October 2022).
55 members in total including cabinet members (22 including the Prime Minister) and civilian commission members (33 including the co-chairperson).
Rebranded to Presidential Commission on Climate Crisis Response (January 2026).
