제13차 ASEM 정상회의 발언문
□ 본 회의 세션 II 발언문(17:00 - )

존경하는 의장님, 각국 정상과 대표 여러분, 반갑습니다.
먼저, 코로나19 팬데믹 가운데서도 이번 정상회의를 훌륭히 준비해주신
훈센(Hun Sen) 캄보디아 총리님의 리더십에 깊은 감사를 드립니다.
한국은 ASEM의 창립 회원국으로서
지난 2000년, 서울에서 제3차 ASEM 정상회의를 개최하는 등
ASEM 프로세스에 적극 기여해왔습니다.
앞으로도 ASEM의 발전과, 아시아-유럽 간 교류․협력의 확대를 위해서
지속적으로 노력해 나갈 것입니다.
지난 2년여 동안 인류를 고통스럽게 했던 코로나19 감염병이
이제, 미지의 질병에서 통제 가능한 질병으로 바뀌고 있습니다.
이러한 시기에 저는, 코로나19로부터의 신속하고 온전한 회복과
ASEM 회원국들의 지속가능한 발전을 위해,
다음과 같은 세 가지 과제를 제안하고자 합니다.
첫째, 글로벌 백신 공급망을 시급히 강화하는 것입니다.
충분하고, 안정적이며, 광범위한 백신의 공급은
코로나19 극복의 열쇠입니다.
성인 인구의 2차 접종 완료율이 80%를 넘는 대한민국처럼,
일부 국가들은 백신접종에서 상당한 성과를 거두고 있지만,
여전히 백신 수급에 어려움을 겪는 국가들이 많이 있습니다.
이 문제의 해결을 위해 한국 정부는 다양한 노력을 기울이고 있습니다.
지금까지 한국은 네 종류의 백신을 위탁 생산함으로써,
전 세계적으로 백신의 접근성을 높이는 데 기여해왔습니다.
대한민국은 앞으로도 글로벌 백신 허브로서의 역할을 충실히 하면서,
WHO 등 국제기구는 물론이고,
유럽과 아시아 국가들과의 파트너십도 더욱 강화해 나가겠습니다.
백신이 부족한 국가들에 대한 지원도 확대하겠습니다.
지난달에 이미 ASEM 회원국인 베트남과 태국 등에 백신을 지원했고,
향후 아시아 지역을 중심으로 백신 공여를 계속 확대해 나가겠습니다.
아울러, 코백스(COVAX)에 대한 2억 달러 규모의 공여를 통해서,
저개발국가들이 백신에 공평하게 접근할 수 있도록 돕겠습니다.
둘째, 글로벌 공급망 복원과 디지털 경제로의 전환 과정에
더 많은 국제적 협력이 필요합니다.
세계 경제의 회복에서 매우 중요한 글로벌 공급망이
아직 온전히 복원되지 못했습니다.
한국은 팬데믹 기간 동안 안정적인 공급망의 중요성을
여러 차례 절감한 바 있습니다.
한국은 글로벌 거점항만을 확보하고, 항공운송 네트워크를 확대하는 등
국제 물류 인프라를 지속적으로 확충해나가고 있습니다.
또한 G20, WTO 등 다자기구를 통한 안정적인 공급망 구축에도
적극적으로 협력할 것입니다.
비대면·디지털 경제로의 전환에서 나타나는
국가 간, 지역 간의 격차와 불평등을 해소하는 것은,
ASEM 회원국을 비롯한 글로벌 공동체의 또 다른 시대적 과제입니다.
한국은 디지털 ODA 기금 규모를, 2025년까지 3배로 확대해서,
저개발국의 디지털 인프라 확충을 지원하는 등
포용적 디지털 전환에 계속해서 기여해 나가겠습니다.
셋째, 지속가능한 성장을 위해서는 탄소중립에 힘을 모아야 합니다.
이달 초 개최된 COP26 정상회의에서, 문재인 대통령께서는
2030년까지 한국의 온실가스 배출량을 2018년 대비 40% 이상 감축하겠다고
국제사회에 약속한 바 있습니다.
우리 정부는 또한 2025년까지 ‘그린뉴딜의 ODA’ 비중을
OECD 개발원조위원회의 평균 수준 이상으로 대폭 확대하겠습니다.
또한, 녹색기후기금과 글로벌녹색성장연구소를 통해서 기후 재원을 공여하며,
전 세계의 기후변화 대응 노력에 함께하겠습니다.
각국 정상과 대표 여러분,
지난 2년간의 코로나19 팬데믹은,
모든 인류가 서로 긴밀히 연결된 공동체이며,
이 위기 극복을 위해서는 국제사회의 지속적인 연대와 협력이
절실하다는 사실을 우리에게 알려주었습니다.
어제와 오늘 양일간 개최되는, 제13차 ASEM 정상회의가
ASEM 공동체의 사회경제적 회복을 촉진하고,
동반성장을 위한 다자주의를 강화하는 계기가 되기를
진심으로 기대합니다.
지금 한국은 그 어느 나라보다 빠른 백신접종 속도를 기반으로
이번 달부터 단계적 일상 회복의 첫발을 내딛고 있습니다.
그러나 우리만의 회복은 온전한 회복일 수 없습니다.
전 세계가 함께 포용적 회복을 할 수 있도록
대한민국은 끝까지 국제적 책임을 다하겠습니다.

Honorable Chair,
Excellencies,
It is a pleasure to meet you all.
I would like to first extend my deepest gratitude to His Excellency Prime Minister Hun Sen of Cambodia for his outstanding leadership in successfully organizing this summit despite the ongoing COVID-19 pandemic.
As a founding member of ASEM, the Republic of Korea has been actively contributing to the ASEM process, such as by hosting the third ASEM Summit in Seoul in 2000.
Korea will make continued endeavors for the advancement of ASEM and nurturing of the exchanges and cooperation between Asia and Europe.
COVID-19 has inflicted pain on humanity for the last two years, but is now becoming a controllable disease from what was once considered an unknown illness.
Against this backdrop, to ensure a prompt and full recovery from the pandemic and sustainable development of ASEM partners, I would like to propose three tasks that we must undertake.
The first task is to urgently strengthen the global supply chain for vaccines. The key to overcoming the crisis lies in ensuring an ample, stable and extensive supply of vaccines.
While some countries are achieving significant progress in vaccination such as Korea - with a nearly 80% second dose inoculation rate for adults - many others still face grave difficulties in vaccine supply.
To this end, the Korean government is engaging in a wide range of efforts.
We have contract manufactured four different types of vaccines thus far, contributing to enhancing global vaccine accessibility.
The Republic of Korea will remain committed to faithfully fulfilling its role as a global vaccine hub while enhancing its partnerships with international organizations such as the WHO as well as countries in Europe and Asia.
We plan to scale up support to countries short on vaccines.
Last month, we already provided vaccines to ASEM Partners - Vietnam and Thailand, and plan to increase our vaccine donation going forward
with a focus on the Asian region.
Furthermore, Korea has pledged 200 million USD to the COVAX Facility,
with the aim of ensuring less developed countries’ equal access to vaccines.
The second task is to garner stronger international cooperation for global supply chain recovery and the transformation into a digital economy.
The global supply chain, which is critical to the recovery of the world economy, still remains fragile.
During the pandemic, on a number of occasions, Korea has keenly recognized the vital importance of a stable supply chain.
Korea is continuously scaling up its international logistics infrastructure such as by securing global hub ports and expanding air transportation networks.
We will also proactively participate in the efforts to build stable supply chains through multilateral institutions including the G20 and WTO.
Addressing the gap and inequality across countries and regions arising from the transition to a virtual, digital economy is yet another momentous task of this era for the global community including ASEM Partners.
Korea will triple its digital ODA by 2025 to finance digital infrastructure establishment of less developed countries among others, thereby contributing to inclusive digital transformation.
The third task is to muster our collective will towards carbon neutrality for sustainable growth.
Now, climate change is evidently a threat to all of humanity.
Let us ensure (before it is too late) that there is no regret that we have not acted early enough for our precious planet.
The time for climate action is now.
At COP26 earlier this month, President Moon Jae-in
pledged to the international community that, by 2030,
Korea will cut greenhouse gas emissions
by at least 40% from 2018 levels.
An undoubtedly ambitious goal for Korea, yet
this decisive decision has been made
as we cannot afford a delay in climate action.
Moreover, by 2025, the Korean government will significantly increase
the share of Green New Deal ODA above that of the OECD DAC average.
Furthermore, we will join the global efforts to respond to the climate crisis
by donating climate resources through
the Green Climate Fund and the Global Green Growth Institute.
Excellencies, Distinguished Guests,
Over the last two years,
the pandemic has fully awakened us to the fact that
all of humanity is closely interconnected,
and continued solidarity and cooperation in the international community
is imperative in overcoming the crisis.
I sincerely hope that the 13th ASEM Summit will
catalyze the socio-economic recovery of the ASEM community and
strengthen multilateralism for shared growth.
Korea has recently started to make a gradual return to pre-pandemic life
on the back of the world’s fastest vaccination rates.
However, a recovery in Korea alone would not be enough.
Korea is committed to honoring its international responsibilities
until the very moment that the entire world, together, attains
an inclusive recovery for all.

존경하는 의장님, 각국 정상과 대표 여러분,
한반도의 평화와 번영을 향한 비전을
여러분과 공유하게 되어 대단히 기쁘게 생각합니다.
한반도는 동북아시아에 위치하고 있습니다만은,
역사가 보여주듯이, 아시아와 유럽의 국제관계에도
큰 영향을 미쳐 왔습니다.
그래서 우리 대한민국 정부는 한반도에 평화가 정착될 때,
아시아와 유럽에도 평화가 깃들 수 있다 하는 그런 신념하에,
한반도 평화프로세스의 진전을 위해 많은 노력을 해왔습니다.
최근 문재인 대통령께서는
유럽을 순방하고 여러 다자정상회의에 참석하시면서,
한반도 평화에 대한 ASEM 회원국들의 굳건한 지지를
다시 한번 확인하셨습니다.
지난 4년간 한반도 평화 프로세스가, 세 번의 남북 정상회담과
두 차례의 역사적인 북미 정상회담으로 전개될 수 있었던 것도,
많은 ASEM 회원국과 국제사회의 굳건한 지지가 있었기 때문입니다.
아쉽게도, 하노이 북미 정상회담 이후,
국제사회와 북한과는 대화가 교착상태에 있습니다.
코로나19로 인해 최소한의 인도적 교류 또한 어려운 상황입니다.
그러나 우리 정부는 어떤 어려움 속에서도, 대화를 포기하지 않고,
한반도의 평화 정착을 위한 노력을 흔들림 없이 지속해 나가고 있습니다.
문재인 대통령께서는 작년과 올해의 유엔총회 기조연설을 통해서,
한반도에서 지난 70여 년간 드리워진 이 전쟁의 그림자를 떨쳐내고
‘화해와 협력’의 새로운 질서를 만드는 출발점으로서,
한국전쟁 ‘종전선언’을 다시 한번 제안하셨습니다.
한반도에 살고 있는 사람들은 지난 70년 가까운 긴 시간 동안,
불안정한 ‘정전체제’ 속에서 살아왔습니다.
정전상황은 참혹한 전쟁을 겪은 세대들에게는 엄청난 트라우마로,
전후 세대들에게는 전쟁의 불안 속에서 살아야 하는 고통으로,
오랫동안 영향을 미쳐 왔습니다.
그래서 ‘종전선언’은
한반도에서 살아 온 모든 사람들의 염원인 ‘평화’를 위해,
결코 포기할 수 없는 목표입니다.
‘종전선언’은 상징적인 의미뿐만 아니라, 전쟁의 종식을 넘어서,
남북 간의 신뢰회복과 ‘평화체제’로 나아가는 첫걸음이 될 것입니다.
한국전쟁의 종전을 공식적으로 선언하는 것은,
또한 교착된 한반도의 상황을 풀어내고,
중단되었던 여러 다양한 대화채널을 재가동할 수 있는
매우 효과적인 촉매제가 될 것입니다.
우리 정부는 대화와 외교만이
한반도의 완전한 비핵화와 항구적 평화 정책을 이루는
‘유일한 길’이라고 확신합니다.
또한 북한이 조속한 시일 내에
대화 테이블에 나와 줄 것을 기대하고 있습니다.
ASEM 정상 여러분께서도 북한이 하루속히 대화에 복귀하여
한반도에 평화의 길이 열릴 수 있도록,
한목소리를 내주시길 간절히 요청드립니다.
우리 정부는 한반도의 비핵화와 평화체제 완성을 위해
끝까지 최선의 노력을 다하겠습니다.
ASEM 회원국들의 지지와 협력에 힘입어서
한반도에서 비극적 역사에 마침내 종지부를 찍고,
유럽과 아시아가 함께,
평화와 공동번영을 누릴 수 있게 되기를 진심으로 기대하고 있습니다.

Honorable Chair, Excellencies, Distinguished Guests,
It is an honor to share with you today our vision for peace and prosperity on the Korean Peninsula.
Whilst the Korean Peninsula is in Northeast Asia, history has demonstrated that the region has had a significant influence on
international relations in Asia and Europe.
It is with this conviction that the Korean government has been striving to advance the Korean Peninsula peace process, believing that peace on the Korean land can lead to peace in the rest of Asia and Europe.
President Moon Jae-in, during his recent tour of Europe and participation in various multilateral summits, once again affirmed the strong support of ASEM partners for peace on the Korean Peninsula.
Over the past four years, the pece process on the Korean Peninsula has led to three Inter-Korean Summits and two historic US-North Korea Summits.
This was only possible with the unwavering support of the international community including the ASEM Partners.
Unfortunately, the dialogue between the international community and NK
has been in a stalemate since the Hanoi Summit.
Moreover, the pandemic hinders even the minimal levels of humanitarian exchanges.
Even in the face of the challenges, however, the Korean government has not given up hope for dialogue, standing firmly committed to continuing our efforts to establish lasting peace on the Korean Peninsula.
In his addresses to the UN General Assembly both last year and this year, President Moon once again proposed declaring a formal end to the Korean War to break free from the dark shadow of the war that has been lingring over us for over seven decades, and to mark a fresh start of a new order of reconciliation and cooperation.
The Korean people have been living with a sense of uncertainty
under an armistice for some seventy years.
The temporary cessation of the war has long affected us -
as an inescapable trauma for the war-torn generation, and
as a source of anxiety for the post-war generation.
This is why the end-of-war declaration is a goal we can never give up for peace – an aspiration of all who have lived and are living on the Korean Peninsula.
